Please I need your advice on this notification which is displayed on the RTMT monitor of my CISCO TOIP platform ''Number of media resource list exhausted''and I can not understand where it's coming from and if it's a hardware resource problem or not?

You would need to pull SDL traces for the time surrounding that alarm and comb through them. Media Resource Manager identified the need for a resource - typically an MTP or transcoded - that it could not fulfill. These are worth investigating because in most cases the call failed from the user’s perspective.
Anticipating the next question: no, the typical implementation should not require an MTP or transcoder. In almost all cases you can avoid it with configuration tweaks.
