1. Is PRACK necessary for all 183 session in progress responses?

Necessary - No.

If 183 Session in Progress contain 100Rel then Prack happens.

Thanks Tirtha. So you mean if the 183 session progress has 1xx rel in its allowed events the PRACK is necessary?
