What is the best way to restrict voicemail subscribers from being able to address a broadcast voicemail message? My initial thoughts are to use MS Exchange to restrict ability to Send to a Distribution List, and limit it to a specifice list of users. Example: 600+ user site with a Public Distribution List. Only Human Resources should have the ability to send a broadcast voice message .... you wouldn't want a disgruntled employee to send a system wide voicemessage.

You can restrict users in a Class of Service from sending messages to _any_ distribution list - this will cause the addressing conversation to not offer DLs when users are searching by name or ID. There's no way to "cherry pick" DLs and decide that a user can leave messages for some DLs but not others.
Yes, you can also do this in Exchange and the send will fail (the user will get an NDR back, though, which may not be ideal).

This is good guidance for the All Subscriber list. Attempts by a 'non-authorized' subscriber to send a message to a list configured in this way will NDR back to the sender.
