Setup up Voice service with SPA 525G and CP 8831

All,

I am setting up a Voice service on my C-2951 router and would like to know

1) which of the CME or CUCM will be suitable for the deployment?

2) What Licensing information do I need to purchase for 10xSPA-525G and 1xCP-8831

See below diagram (Router has no Telephony service installed yet)
