SIP Call filtering for E164 calling number

I tried to apply a filter to get SIP debugs for call from a certain number but still I'm getting other calls on the log. The configuration is as below.

conf t

call filter match-list 1 voice
outgoing calling-number (E164 number) 

end 

debug condition match-list 1 exact-match

Not something I've used, but I wonder if "+" is a special character in the filter list syntax.  In a voice translation rule you need to write it as "\+"
