SIP MWI QSIG Translation Not Working

We currently have the following implementation:

CUC 9.1 --> SIP --> CUCM 9.1 --> SIP --> Cisco 3945 --> QSIG --> Avaya

I am struggling to get SIP MWI to get translated to QSIG.  Following the below guides, it should be working, but looking at the debugs, the router just isn't translating the SIP MWI Notify messages.

Has anyone come across this with UC version 9.1?

Did you get this working. I have the same problem. Did you have to use a normalization script to accomplish this ?
