Hello,
I have call manager v 10.5 and Expressway E,C but i don't have VCS, and I want to register Polycom for video conferencing
which licenses I must have to make video conference from Polycom camera with any vendor without any problem.

If your plan is to register it to CUCM then you'll need to define it as 3rd party SIP device which uses "UCL Enhanced" license from CUCM (same as other phones). I don't know how well it's going to work for you if this is a Video codec, so the recommended solution for that is to register it to VCS.

I think that for each codec I must create a device for it
and I thinks VCS the same as Expressway, Play the same role,

The latest EXP releases support SIP/H323 registration, you could use that.

but I'm asking about a session with skype for business or lync, and if there is a multi sessions
what the licenses will i need for that ?

You threw a lot here, session with Skype for Business for video compatibility call there is a lot to consider for interpretability of video, and Cisco's recommended solution for that is CMS server.
