Translation rules and how a translation rule is processed

I understand the syntax of the translation rules. I need some clarification on these two rules as it seems to me they can NOT (or even if possible, it do not make logical sense) be applied to the same translation-rule.

Correct, both rules match the same string 3000 thru 3999 which is pointless as it will never get to rule 30. Each rule should match different string.
