If you dial that extension from another IP phone, what do you hear.
Also on CUCM cli run
run sql select * from numplan where dnorpattern like 'number-you-are-dialing'

If you don't see it under dial plan report, perhaps it is captured via summarized route partner/CTI Route point/etc and forwarded to voicemail which would explain the behavior. Check your dial plan for anything that would overlap your extension or use Dialed Number Analyzer.

I can see the extension listed under route plan report. and there are a few devices associated with it

OK, so what is the issue as your original post stated you are unable to locate it?

I see what is going on now. It was setup without the description on purpose because of who has this ext. So here is the issue: When I dial that extension and it goes to VM it is giving the vm of a different user. How do I change this?

Unity works on redirecting ID, check my post above for detail.

OK, is this a direct call to that DN??
If it's s direct call, and then it's FW to VM, this had to be configured in CUC, two most probable places would be that it's configured as a call routing rule, or as an alternate extension of the user who you're reaching.

Check what is the redirecting number coming to unity
http://www.ciscounitytools.com/Applications/CxN/PortStatusMonitorCUC7x/PortStatusMonitorCUC7x.html
And then add that number to the alternate number for the number you can find in Unity.
You can also create routing rule. Check below for detail
