7.1.5ES18.31900-18 pair with cluster config referencing hostnames - which I need to change to the IP addresses to get around DNS dependency.
What is needed after this change? Reboot? Restart a service? Cluster replication subscription reissue?

Reboot each server after the change and then verify replication via RTMT and/or CU Reporting.

Hi,
As long as DNS is not enabled or if you are going to disable DNS ( requires reboot of servers ), it does not affect whether you use hostname or IP under
CUC Admin web page > System settings > cluster
In such scenarios, the DB / OS resolves server names in cluster with the help of local file ( /etc/hosts - updated during installation / reboot )
You can verify it by
show tech network hosts
show network eth0 detail
In addition, you verify the cluster status by executing
show cuc cluster status
on both servers
