Unity Connections User Limit

With there being a user limit of 20,000 users per CUC cluster, if that limit was met would anyone attempting to add more users receive an error?

Assuming you're licensed for more than 20K users, no, there is no enforcing for that, but your deployment would stop being supported if you go beyond the published limits.

From what I understand the maximum is 20k users per server pair (Cluster). We additional clusters networked together, but I wanted to avoid users on 1 CUCM cluster have mailboxes built on multiple CUC clusters. I was not sure if there is a hard stop if we mistakenly try to add more than 20k.
