Would like to ask the following question

If I have an Unity server and wanted to increase my number of licenses thus needed to purchase for that.

The Unity Server is 5.1 but the licenses to be purchased is EOL (end of life).

Is it ok to purchase Unity Server 7.0 licenses ? Will they able to work on a Unity Server 5.1 ?

You should just contact the reseller you are buying them from for these.  If you are ordering direct from Cisco call up and ask or talk to your local account team as to what the correct part number is now.  I can't imagine how they would end the licenseing while you can still order unity 5.  Unity 5 isn't end of sale for another couple of months.
