Hello,
What do you mean by IMP restrected and CUCM unrestrected?
In the normal case and most of the time you don't have to rebuild IMP from scratch just recover it .
Please rate if it help.

You should be able to upgrade from restricted to unrestricted because there is no mention about this thing being a problem in the Upgrade guide.
http://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucm/upgrade/10_0_1/CUCM_BK_U4214F9D_00_upgrade-guide-cucm-100/CUCM_BK_U4214F9D_00_upgrade-guide-cucm-100_chapter_010.html#CUP0_RF_ED019CE9_00
The guide does mention about the inability of upgrading from Restricted to Unrestricted but not the other way round. Though you can still check with TAC for a final confirmation.

You can go from restricted to unrestricted when doing an upgrade, do bear in mind that is a one way street, if at a later time they want to use restricted, that will mean a rebuild will need to happen, and you'll need to manually migrate all the info via BAT.
