We have the need to upgrade our Cisco CU-CM from 9.x to 11.x.This is because we have been running at 9.x but recently we bought some additional Phones that came with 11.x connect licenses. The 9.x platform is no longer being supported.do wee need to bear a cost to upgrade to 11.x?does this mean every time Cisco releases a new version we must bear cost to upgrade?

You may get other information from your partner or account manager, but, yes, entitlement to move between versions requires a support contract. If you have one, then license migrations are not an issue. If you do not, then, there may be a cost involved with licensing. That's all I am aware of.

If you have a valid contract, you should have access to PUT. You can use that for your migrations. Also you would need to run LCU on a PC that would contact the UCM PUB and generate a report/break down for your existing UCL/CUWL licenses. You need to share this report and the PLM license fulfilment request with Cisco GLO once you install CUCM 11. Also remember, UCM 11.X does not license/have node licenses.
