What Algorithm is used for lookup table created in media resource traces in call manager

Hi All, Please let me know the algorithm that is used to create the lookup table in media resource manager traces in call manager

reason I'm asking this question is because I have a MRGL in which has 4 MRG which has 1st MRG has MTP and second MRG has Transcoder 3rd has MTP and 4th has Transcoder.

 

As per SRDN MRGL is group of prioritised list of MRG so ideally it should use the resources in MRG 1 first and if they fail then go to MRG2  and then go to MRG3 and then MRG4.

 

Now the confusion starts the look up table  that is created included resources from MRG1, MRG2,MRG3 and MRG4
