What Steps are neccessary to perform CER Hostname and IP address Change?

We have a CER Publisher running 8.5.1 code.  We are moving the server to a new location which will require  a Hostname and IP address change.  I was looking for advise on what steps are neccessary to perform this change.  I was told by a knowledgeable engineer that that we would need to export all information (ERL, Switch, etc.),  Perform a new build with new Hostname and IP adddress, then import the previously exported data.

Any information would be appreciated.

If the Emergency Responder server at the new location will use a different IP Address, change the IP Address of current CER Server to the new one. Perform a DRS backup from the old server and a DRS restore on the new server.

Please note the Hostname on the new Server must remain the same as that on the current server.

Export all information from CER Server may not cover License files, SNMP config files, NENA records, CUCM config etc and so may not be complete.
