When Reset/Apply config affect to phones ?

hi guys . I was testing auto-registration configuration and noticed :

- after enabling auto-registration on CM configuration   and hitting Save-ApplyConfig several phones rebooted (no sure all phones or not) and came back .

1) Is it coincidence or normal behavior ? 

2) Also, will phones  reboot after changes made on device pool ->save->applyconfig ?

I know that apply config will have the phones do a soft reset.  Any current calls will not drop and the phone screens will blink off and they will quickly re-register.
