Hi Tony
One thing that was noticed is that your are using the vem for esxi 5.1 instead of 5.5.
See bolded section on the error message and the VEM version between 5.1 and 5.5
VIB Cisco_bootbank_cisco-vem-v160-esx_4.2.1.2.2.1.0-3.1.1 requires esx-base = 5.1.0, but the requirement cannot be satisfied within the ImageProfile.
The VEM for esxi 5.5 is
vem-v160-4.2.1.2.2.1.0-3.2.1.vib

Hi Tony,
Have you try to disable VUM while you try to install the VEM?
