Have you checked the BIOS boot order?

Shut down the ESXi host. Open a KVM console. Go to Edit Settings/Options/boot options. Check the box that says force entry into the BIOS setup screen before boot. Then boot. You will be taken to the BIOS screen. Mount the ISO using the icon of the DVD on the console GUI. Check the boot order to ensure the CD/DVD is at the top. Hit F10 to continue to boot. The DVD should be ejected after CentOS loads and reboots the host.

You may need to format the ESXi partition or rebuild it via CIMC.
Also, check your boot order and make sure the correct volume is booting that you are installing the OS to.
