Known Limitations
Firmware Management Note: UCS PE supports uploading B-Series, C-Series, and M-Series server firmware bundles. Because of the large file sizes of the firmware bundles, UCS PE only supports uploading of stripped-down versions (link below). Stripped-down versions include only the firmware metadata (not the actual firmware binaries).
When I try to use Full State I get an error that says:

The only kind of backup I can get is the "All Configuration" and FSM steps show the same time as the file created.

A quick note that a full state backup can be used to restore a Fabric Interconnect, but you cannot import the file using the Cisco UCS Manager GUI/API. All Configuration is the best option for backup/import from the GUI or API.
A couple more questions:
With the full state backup failing with a status error, I would suggest a Restart of UCSPE Processes (s from the VM console). Note that this will reset your configuration (same as a VM reboot), so you will want to take a backup beforehand (sounded like SCP was allowing you to take a backup).
I'm suspecting that there are issues with some UCSPE processes (like the HTTP daemon). You can check the status of some of the processes from the Equipment content pane ("i" icon at the top). A restart of processes usually gets things back in working order and allows for complete HW rediscovery (it is a more complete restart than a VM reboot).
Let me know of other questions and if there are continued issues after a processes restart.
I did some more testing this morning. I have given up on a full system backup as I cannot get it to work with either the HTML5 or the Java Console. This morning I tried to import a fresh All Configuration backup using the HTML5 console and it failed on the last step which is the report stage. It did that with merge and replace radio buttons selected. I then tried it with the Java Console and was successful on the first attempt with replace selected. I did not even try it with Merge. I will restart the processes and try the import with both consoles again and let you know.
FYI the only “i” I saw just tells me what version of UCSM I am running and no processes information.

After a reset of processes I tried importing an all configuration XML via the HTML5 console and got this error:
FSM:FAILED]: import configuration(FSM:sam:dme:MgmtImporterImport). Remote-Invocation-Error: Failed to parse the input file, xml does not contain config
I then attempted to import it through the Java Console and it was a success. The source of the latest attempt was a backup using the HTML5 console.

Can you post the XML file that's currently giving the errors during import? You should have an option on the communities page to Create->Upload.

I have hit a bug with the emulator import to a physical device. What I had to do is export a configuration off of the machine I wanted to import to, open that XML, copy the value for the admin password, and paste that into my new configuration file.
The bug report says it was fixed in 2.2(6c) and 3.1(1e) I tried on a 2.2(6e) and a 3.3(1h) level of code and the import failed on both until I did the editing.

I am using UCS PE 3.1.1e..after configuring ethernet port as a server port ( chassis ) is not coming up! is it known bug ?
I cannot convert Ethernet port in to FC port!
I cannot config PC between FI and FAX ( UCS chassis )
Hi Rajul,
The platform emulator manages server connectivity from the emulator equipment pages and management from within UCSM can conflict with those settings. Uplink port configuration also may not function as it would on HW because the emulator does not emulate any devices connected upstream.
If you can provide additional information on the specific steps performed within UCSM and port state before and after we can see if the behavior is expected.

I am trying to subscribe the UCS events. However, when I send <eventsubscribe> msg to UCS, I got no response, and the request is holding on for waiting the response. I also tried to change the config of UCS, but I can not receive any event. How to listen to UCS event? Can you please help? More detailed info is here How to receive async event from UCS?

I am trying to launch UCSPE_3.1.1e but it is not loading in my browser. I have tried, chrome, IE and Firefox. I am using VM workstation player to launch it and then use the VIP IP address into my browser but it says "the page can not be displayed". I am using Windows 10 and have the latest Java installed "Version 8 update 121", I have uninstalled java and reinstalled it but nothing is working. Could you please provide a possible solution? I appreciate your help.

Does the VM console show IPs for the VIP, FIA, and FIB and are you able to ping all of those addresses from a Windows command prompt?
im having the same issue, its always post catalog build, the web services seem ok until then however without hardware
