We have 3 standalone C240-M4SX rack servers, running on Windows Server 2016 with Hyper-V installed.
I am unable to get SR-IOV working on VIC1227.
We have latest firmware installed (from huu 4.0.1b) and latest VIC drivers (4.0.0.3 dated 04.01.2017)
SR-IOV is reported as not supported:
Get-NetAdapterSriov Name : NIC2 InterfaceDescription : Cisco VIC Ethernet Interface #2 Enabled : True SriovSupport : NotSupported SwitchName : Default Switch Name NumVFs : 128 Name : NIC1 InterfaceDescription : Cisco VIC Ethernet Interface Enabled : True SriovSupport : NotSupported SwitchName : Default Switch Name NumVFs : 128
All relevant BIOS settings are enabled, Windows reports that host itself is capable of SR-IOV without any warnings:
Get-VMHost |fl iov* IovSupport : True IovSupportReasons :
Is SR-IOV supported for standalone hosts, without VM-FEX and UCS management?
Are there any settings that I might be missed?

You need VM-FEX. In the UCS implementation of SR-IOV with VIC cards, PF corresponds to a static vNIC that is SR-IOV enabled, while a VF corresponds a dynamic VNIC that is SR-IOV enabled.
You might want to use Intel supported cards on UCSC-C240-M4S standalone with SR-IOV capability - https://www.intel.com/content/dam/www/public/us/en/documents/technology-briefs/ethernet-sr-iov-microsoft-windows-brief.pdf
