Is this the same vif you mentioned in your previous post?

If so yes one reason for the vif down will be no OS on the blade.

When you have a vNIC or vBHA defined in a service profile applied to a blade, and the blade is shutdown, you get this error for the vNIC & vHBA's.

I hate it. Especially in our environment where we "park" lots of profiles.
