Hi, we don't use ASA firewall, but FTD (Firepower). I remember that we had to disable DHCP failover on Windows DHCP servers for that VPN scope.

Any update on this problem? We also have 2019 servers jumping into isolation mode regarding svchost fp.

TAC told me that there is no solution for this with ASA. Our had to disable failover for the VPN Scope in DHCP settings. We then splitted the scope on 2 DHCP server with upper and lower IP range.
