Danilo,thanks for your quick response. What is the reason for this? By the way, the packet shaper does not really take only a few seconds to boot, buts "fails open" whenever it is rebooted.

forgot the shape command which might help if you want to shape traffic, so it would be......policy-map shape class class-default service-policy enterprise shape average 1500000
