Based on Cisco certification site, the CCIP certification will be retired on October 29, 2012. Taking the 642-642 (QoS) exam on December 2012 will not get you certified since CCIP already expired during that time. You can, however choose to take all necessary exams on or before July 27, 2012 to get CCIP certified (for 3 months).
