LinkSysbyCisco SLM224P cannot up PoE port

Hi Guy,               I have connect Cisco Aironet 1130AG at port# 1 and Avaya 1360 (IP phone) at port# 2.After I switch power core, both PoE ports not up but all of non-PoE ports can up without problem.
