1242 AP can't used capwap/Lwapp command in Lightweight mode

I have WLC 5508(version7.4) and 50 AP-Licenses. When reboot the WLC, the AP-License will be lose.I have to import the license file with tftp again(although the WLC will remind the file already exists).
