I notice several of my 7961's are not display in an IPv4 configure menu but the rest of the are showing this menu. What causes this issue ???

I have a call manager pub that has the checked box marked for outside dial tone for  all 5 digit internal route patterns. I feel this is not needed. Any input is much appreciated.
