CUC not working when Inbound calls are made to a unregistered device.

Why is it when a inbound call is made to a unplugged phone that is built in CUCM the call drops after a few rings ?

My question is this, why will a call drop if lets say a phone is unregistered instead of going to the assigned voicemail
