I have the same problem. I rebuild the server from v2.10 to v2.11. No issue on time sync yet. Collector upload is successful but no data from SNTC. Hope you can share what resolved the issue. Thank you

Thanks @millerlw. But one reason we need to rebuild is because there was no root user/password configured in the old server. CLI password has expired too. Thus I'm looking for manual backup and restore.
