when i turn off the active router.. the second doesnt go ACTIVE.. or when i remove one of the tracked interfaces.. please help me.. 2 days i'm working on this and its not working

thank you amit for your replay. actully that was what i'm attending to do till 1 hour ago. i turned on the switch and it worked fine.. 3 restarts and it failed !! what do you think. still go with the RMA !?
