According to CSCvb41393, this bug is only known to impact releases 10.5(2.17900.9) and 11.5(1.11900.26). I can confirm that release 11.5.1.12900-21 is also impacted.

Interestingly enough when I run file view activelog syslog/AlternateSyslog from the CLI, the file exists. Though we're still not any closer to figuring this one out.
