I ended up following the workaround in the bug CSCvv71473.
My UCCX version was 12.5(1) SU2_ES03.
Hopefully the below instructions are easier to follow than the ones in the bug.

I can confirm that the issue is seen on fresh install of subscriber on version 11.0.1.21900-11 as well.
Adding the same NTP server as CUCM to ESXi worked.

I performed an upgrade of 10.6.1(SU1) to 11.0.1 this weekend. The upgrade of the Publisher went perfectly fine.
