Pardon my ignorance, but isn't that the opposite of what I want to do? I thought I would want to increase cell size, as it feels like there's not enough coverage to create the overlap that one would need to have full coverage of a facility.

Are you sure? The DLINK has settings for both IKE Lifetime (28800) and IPSec Lifetime (7200). When I ran those commands the tunnel went down and hasn't come back up.
