Please ask your ISP if they facing any L2 connectivity issue in cloud, since this is Lease-Line connection but still there could be some connectivity issue at ISP edge if both remote sides A&B are stable. flapping of EIGRP has many reason, it could be connectivity issue, SIA etc. Did you see any abnormal logs on device or in Syslog if so? ... I can see some interrupts which causing the CPU and if you would like to which type of packet hitting the CPU, you could perform the netdr capture which will help to analyze the traffic which hits the CPU.
