IPS interface stuck at init on MDS 9250i running 6.2(15)

One of the two interfaces on stuck at init and never comes up switch is MDS9250i running 6.2(15) with 10G SFPs. IPStorage1/1 init x.x.x.x/25 10 Gbps 2300IPStorage1/2 up x.x.x.x/25 10 Gbps 2300 have tried restting the port and reloading the module...
