Did you try creating non-AD accounts...just manually within the Provisioing Directory settings? Even if the VCS that is the Registrar is looking at AD for authentication.....I belive that if there is a Local Database-type credential, it would be fair...
Why not create manual users in addition to the imported users.....I assume you are syncing with AD. Those users can be logged in one time manually and then auto-login at startup afterwards.....creds are unique, named by system registering or similar....
