smart serial connection not working between 2600 series routers

I have a smart serial cable connected between R2 and R3 and it is up/down. I have tried switching the dce to the other router but nothing. when I type no shut it comes up/up for about 20-30 seconds then goes to up/down. Tested 3 different cables both...
