The second one has no config at all. I also tried a reload of the old switch over night, but the stack ports are still down. I also don't think that both stack cables are broken...

Isn't the interface vlan 1 "shut" by default? try to create a new user I don't think there is a default user for web-interface. Btw. i don't know why you want to use the web-interface. It horrible!
