How to fix this issues on Cisco 4510. from user configuration mode type (vtp primary vlan). then you will be able to create the vlan successfully.

Hi, Richard-- The instruction from cisco said you need to reboot the WLC after configured SNMPv3 in the WLC. Please see attachment below.

Thanks man. I tried the to use dynamic auto no success. However, when I connected the switch to another switch same model I could trunk with no problem. but I replace the switch to 3650 this switch I can trunk to Cisco 9500 with no problem.
