Im answering my own question. When using IP Compression ( IPCOMP ) you need to open ports between the external ip's of the routers as some traffic goes outside the vpn tunnel.

Both routers already factory reset after upgrade and manually configured so this is not it.

If i disable HTTPS i takes over HTTP Port 80 instead so I cant reach computers on port 80 from network 2,3,4 on network 1.Remote management doesn't matter.I can send you the config from 1.1.1.19 and 1.2.1.13 if you want. Both have been factory reset ...
