Hold reversion not working for MRA Jabber 14.3.1

This is working for Cisco 88XX serries but not for Jabber. This is for CUCM 12.5.1 I have the same settings for Hardphone and Softphone.  What am i missing?  Thanks Senthil

GM, I have blocked this setup 3 times and every time, i am unable to assign the existing or a new resources (reason codes/phonebook/workflows) I have captured the screenshot below. Please note that i cannot assign these codes from cfadmin page.
