Did your issue resolved. reseting all phones with correct CUCM in option 66 /option 150 resolve the issue. TAC did same to resolve the issue on my call manager 8.6.1
did you upgrade currrent 3.2 data into new server or made new server from scratch. best practice I found myself is in place upgrade works much better then making new server.I had same issue but I didn't offline old server.I wise this will guide you.....
There is download on CCO ciscocm-ffu.4-1-3.exe. Make sure your OS is at atleast 2000.2.7. You can download this file from CCO. This will be easy upgrade then CDS.ThanksSP

As lon as your Vlan is routing between one vlan to anothers, you can put in diff. Vlan. eg. CCM, GW, UNIty is vlan 3All your phones in vlan 130... you have intervlan trunking on router or L3 switch.ThanksSP
