You mean, you can ping TFTP server from the controller and vice versa? I would check TFTP server IP binding & security settings to make sure they configured appropriately. I would also try code upgrade via CLI. CJ

All Cisco Wireless Controller software image will end with .aes I think you are looking at AP image which will have .tar extension As Rasika explained, all APs associated with a controller will get their software pushed from the controller. Meaning WLC code will have AP image bundled into it. As soon as AP joins the WLC, it'll upgrade/downgrade it's image based on the WLC code.
