Presentation Codec with Scalar device

Hi,I have a Presentation codec connected to CTS 3000, and it is work properly, but when I connect a scalar device to the system, I face a pixilation issue; the scalar model is (Extron USP 507, Universal Signal Processor).

Thank you,The system is cts 3000.if we using the PiP in CTS 3000 with presentation codec the frmae rate is 30fps or its down to 5 fps.
