Would like to configure a SIP Phone with a PLAR on Button 1 and the Extension Mobility service on Button 2. SIP Dial Rule for Button 1 to handle the PLAR works as expected when logged out. However, once a Device Profile logs in, the SIP Dial Rule still takes over Button 1 and the user's extension doesn't get Dial Tone and can't make calls.
I'm not too familiar with SIP Dial Rules... Can someone help me understand what's happening when I take the Device Profile's line off-hook and just hear dead air until the inter-digit timeout kicks in? Is there something I'm missing with regards to the Dial Parameters which would allow a non-PLAR extension on Button 1 to get dial tone and bypass the SIP Dial Rule configured on the device?

Having a similar problem...
8851 SIP Phones. We basically just need them configured as "Blank EM" phones with no extension and the "Extension Mobility" service on Button #2.
The main issue, however, is that these phones won't Register unless a DN is configured on Button #1. So that led me down the PLAR route.. Configured extension 1000 with a Line Text Label of "Phone Logged Out" and set-up PLAR to basically ring down to extension 1000 and forward to Unity with a greeting stating that the phone is logged out. Also allows for a Press 1 for Help Desk in case people need their PIN reset.
This config works great on our 7965's (SCCP), and it almost works just as well on the 8851's with the SIP Dial Rule configured for Button #1. Except, once a user logs in with Extension Mobility, the SIP Dial Rule still commandeers Button #1.
