We are working with a new Meraki AlwaysOn environment, which will give you personal Meraki access other than sharing account. The new sandbox will be onboard by this week.

The post call to https://sbx-nxos-mgmt.cisco.com/api/aaaLogin.json is working here. Have you tried r = requests.post(URL, json=PAYLOAD, verify=False)?
