Well your outside interface has traffic more than 20 Megabits per second in the stats ....If this is for internet traffic, then no wonder you are chocking your internet bandwidth ....HTH
okay then, the last thing that can come to my mind now is the subnetting!Just confirm that the IP that works fine and the current IP that is not connecting, are of the same subnet or not.:)and also if you have any static arp entries !!!
Since you mentioned that you can get things working when you change IP address, it seems that someone else has used the same IP address. Or some device you configured recently had the same IP address.To test this you can try to ping the same IP addre...
