I know what you mean , i had the same problem but i have solved it with a standard ACLjust make a one standard ACL with multi ACL's

I finally found it. this has to do with packet tracer.
1- I have turned off all the router2-one is turned on then I do my configuration on this router.3- then I start the 2nd ..etc.however, the following config is executed on all routers.
