ISE Authentication problems with sip88xx.11-7-1-17

We are starting to get CP-8851 phones with sip88xx.11-7-1-17 firmware loaded. This version will not profile correctly in ISE for authentication. Has anyone run into this problem?    CUCM System version: 10.5.2.15900-8

I am getting this error when trying to run a bat file to load CP8851 phones. I have verified there are no templates with the same name. Any ideas?
